About the Public Safety Network Te Kupenga Marutau
The Public Safety Network (PSN) is a significant infrastructure project for New Zealand’s wellbeing and safety. It was approved in 2022, investing $1.7 billion over 10 years to build and operate the network and services, and roll out new devices to Fire and Emergency New Zealand, Hato Hone St John, Wellington Free Ambulance and Police staff, stations and vehicles.
Originally delivered by Next Generation Critical Communications, and now by SafetyNet, the PSN consists of three complementary elements: a 550 site digital Land Mobile Radio network now under construction; Cellular Roaming, Priority and Network Visibility Services now live, and the ongoing provision of personal alerting.
SafetyNet continues to prioritise delivery of the 500 site PSN Land Mobile Radio Network for the emergency services. From 1 July, we began to onboard new public safety sector customers to the PSN Cellular Services on a commercial basis. SafetyNet will evolve to add new products and services to the Public Safety Network's ecosystem. This increases communications resilience and reliability for the people who protect our communities, property and land.
Phones and mobile devices connect to your home network first, if you are outside coverage or the network is down your device searches and connects to the alternate network for voice and data services. This ensures responders stay connected without manual intervention, reducing the risk of communication gaps during critical moments.
By accessing both Spark and One NZ networks, the service extends coverage for users across urban and, particularly, rural and remote areas. This gives teams greater confidence they can maintain communication wherever they are deployed, supporting safer and more effective responses.
Roaming gives responders confidence knowing that they have two national networks behind them to rely on. This added layer of resilience helps ensure lines remain open enabling better communications and helping protect responders and the public.
Enabling Roaming across both networks adds around 28,000 square kilometres of additional cellular coverage.

PSN Cellular Roaming is a multi-network solution meaning users can move across both Spark and One NZ networks. This will happen automatically for users if coverage from one network is unavailable in an area and the alternate network is providing coverage.
Thanks to users having access to two networks, the service increases communications resilience and reliability as well as coverage, especially in rural or remote areas.
The Public Safety Network is only for use by the emergency services and other eligible organisations with a role in public safety
PSN Cellular Roaming is permanently active on a user’s phone or wireless device. If one network is not available and the alternate network is, the phone or device will automatically connect to that network so that communications capability continues.
The user retains their ‘home’ network (Spark or One NZ) and an icon on their home screen will show when their phone or device is Roaming on the alternate network
SafetyNet is working with a small group of new customers to perfect the onboarding, billing and service management experience for new customers.
When we are satisfied that the offering and experience is simple, robust and effective for new customers we will begin onboarding new customers in larger volumes. This is likely to be from early 2027.
